Will Hampton

Director of Contracts

Will Hampton serves as the director of contracts and is responsible for overseeing firm wide contract negotiations, policies and procedures, analysis and compliance. With more than 33 years of federal and commercial contract management and administration experience, his proficiency ranges from developing policies and procedures for the Naval Supply Systems Command as a Procurement Analyst to developing Acquisition Plans and the award of contracts in excess of $250 million for complex R&D projects, engineering development models, engineering studies, scientific analysis and base support services as a warranted Contracting Officer.

Mr. Hampton's knowledge base and training includes Basic & Advanced Federal Acquisition Management, Basic and Advanced Contract Administration, Contract Law, Contract Types, Cost & Pricing Analysis, Negotiation Techniques, and Simplified Acquisition Methods (Small Purchasing).He has interfaced with all levels of internal and external management personnel using federal/departmental procedures as guides for procurement awards. He has reviewed Statements of Work, incorporated applicable Federal and Defense Acquisition Regulations assisted in the development of Acquisition Plans, contract award evaluation criteria and monitored source selection process. Mr. Hampton is a graduate of the U.S. Navy Material Command Contracting Intern Development Program wherein he received a multitude of on the job and formal classroom training in the Federal Acquisition Process. Knowledge base and training include Basic & Advanced Federal Acquisition Management, Basic and Advanced Contract Administration, Contract Law, Contract Types, Cost & Pricing Analysis, Negotiation Techniques, Simplified Acquisition Methods (Small Purchasing).

Mr. Hampton has served as a training instructor in Simplified Procurement Methods for government procurement personnel and a training instructor in Contracting Officer's Technical Representatives for government technical & engineering personnel. Furthermore, Mr. Hampton has worked as a management consultant providing small business, minority business enterprises and non-profit entities guidance and assistance in analyzing government solicitation packages and developing responsive proposals. He has also worked for several major defense contractors as a senior administrator and senior negotiator handling procurements for major weapon systems and has served as focal point and team lead in assessing cost, schedule and technical risk factors.
